New Shortcuts do not appear

Xiaomi CC 9 / Mi 9 lite
Miui 11 / 20.1.16 (Miui.EU)

When I unlock my phone the shortcuts do not appear on the home screen. I need to lock and unlock 3 to 4 times for the shortcuts to reappear.
