Some Google Play apps not available

I've been able to install apps like Gmail and GCal, but some apps aren't available to me through the Google Play store and I'm not sure why. When in Google Play it displays a message saying something like, "This app is incompatible with your device". Some examples are Google Drive and Winamp for Android.

Is there anyway to get around these "restrictions"? Or are these actual technical incompatibilities? It seems hard to believe for me.

Android Version: 4.2.2 HM2013023
MIUI Version MIUI-JHBCNAH4.0

This seems like it's the most obvious problem about the phone. No one's encountered this challenge before?
