system ui version (miui 13)

Is it normal to have that old system ui version after just updating to miui 13?

If it's there, then it's "normal".
It's not like we replace System UI or anything.
Version 20210731.0 is the most recent System UI on MIUI.

Don't believe advertisements then...
1) The new control center is not part of Stable/Beta MIUI 13 yet.
2) The new control center is part of "System UI Plug-in" (version 13+), not System UI.
