1) https://miui.blog/any-devices/xiaomi-adb-fastboot-usb-drivers-tool/ (Download and install: miui-ADB-Driver-Installer-v1.4.3.zip + platform-tools_r29.0.4-windows.zip)
2) Download TWRP: https://forum.xda-developers.com/t/recovery-alpha-teamwin-recovery-project.4272625/
3) Rename the image to "Recovery.img"

Ahh, This time procedule is not same usual.　This can't be installed directly from the flash of Fastboot command. This was necessary to start TWRP once by boot command.

unzip.
connect the phone to the PC in fastboot mode
click on install_twrp_windows.bat in the toolkit
Click on any keyboard button
instal/update rom
reboot system

No need to install it prior flashing latest EU rom.
Just load the ROM zip into your phone and boot TWRP from fastboot instruction.
Once booted in, install the rom.
TWRP will be installed in a row for next purpose.
