Unable to download/install themes

When i press the download button nothing happens, and when i put the theme file on my phone (Miui/themes), and press Apply, it appears:

"The theme is not downloaded from official market, please download similiar ones from official market."

But i CANT download anything on official market, and i cant register or login(Or i dont know how).

PS:I already tried register one time, with the Phone Number, but didnt worked
PS²: Miui Version 2.12.28

Did you register your whole number with country code?
