Your question is very vague... A dirty update from 23.9.18 to 14.0.10 is still considered unsafe, if it is what you wanted to ask.

Those are two different branches of ROMs, it is hard to say for sure that one have ALL the changes of the other. Maybe some changes of the weekly will never be part of the stable, and sometimes stable get features that are not in the weekly (if only because they stopped releasing the weeklies).
