When the device reaches a new update?
How often ?

You have stable rom and there is no updates. You must sometimes look in http://xiaomi.eu/community/forums/miui-weekly-rom-releases.103/ and see if there is new version of the stable rom in weekly sections
Latest new for you is 7.2.1 here

if i install rom 7.2.1.0 eu via the recovery
i need to Wipe Data & Cache ? or just install the rom ?

Just wipe cache and dalvik cache and you should be fine

Only dalvik/cache for stable to stable or weekly to weekly, but if you go from weekly to stable you must wipe data too. Never wipe the system !!!
