Resolved Voice Match "ok Google" disable joyeuse

The function voice Match not work on Xiaomi.eu 11.0.4 device joyeuse (note 9 pro eu)

Hello everyone. I have RMN 9 Pro with unlocked BL and flashed xiaomi.eu 11.0.4 too, and have issues with Google Assistant too, can't turn on voice match becouse "my language is not supported" but change to other language doesn't effect too. BTW when was first launch after flash xiaomi.eu, my phone tried activated SIM, and no successful during change language to english, then activate, and change language again...
So I think that xiaomi.eu have troubles with Google and Xiaomi services.
Return to Voice Match, I tired reinstall Google service, clear cache etc. With no results... Please developers I dont wanna choose between full working Dialer and contacts app (not form google...) and working Google Assistant...

I downloaded ROM from LINK, but I cant see flash script (.bat)... its fastboot or recovery ROM (If recovery, how can I install it without TWRP)?
