At least you can install play store via google installer and use your language on some apps (not on system apps) with MoreLocales. You can root it with some third apps but not with the official developer rom that wasn't been released yet and remove some bloatware but be careful! You can restore your phone if you brick it because there isn't anything for Note 3 for now.
