What's the difference between xiaomi chinese rom and xiaomi.eu rom??

Hey everyone. On my previous phone, I used Xiaomi.eu ROM, and now I love the ROM literally. This time, I want to buy a Chinese ROM Xiaomi phone. So what's the difference between these two ROMs? Also, is it true that the bootloader unlock is off on the Chinese ROM? If I have a 6-year-old Indian/Global MI account, is it not possible to unlock bootloader with it?
