Or you could be a good person and take the hit, still buy a new one and put it down to experience. My phone (Mi-One) I've had since they first came out and it's been great. As long as you learn there are some not nice people out there you will of come off a better person. This site used to advertise a place to buy off but I don't see it now, www.ibuygou.com I think it was but there are others with much more knowledge than me on where to buy. Well first it's obvious that someone messed up your device. Assuming it's original phone then your shop did something with the software, maybe because of some regulations in your country...
But instead of whining try the method you have been told before: do a MiFlash. If not Windows 8 then try other pc with Windows 7 or even better Linux.
If you can't setup MiFlash then you're out of luck.
