Widevine L3 on miui.eu 9.5.23

i have installed this last version on MI 9 SE EEA version with MAgisk and all seems work, but why now Widewine is L3?

If you have unlocked bootloader you lose widewine L1

It's not always true. I had Poco with unlocked bl and Franco kernel and Widevine was still L1.
