Xiaomi.eu latest weekly ROM. Widgets button from homescreen open old widgets menu (i.e. can add new widgets only from app vault)

Answer was already given. You access the App vault widgets using the "+" button in App vault.
Using the launchers "Widgets" button to open App vault widgets both doesn't make sense and is not supported on our ROMs.
