Photos are saved, but there is no dynamic effect when you hold your finger
I'm not sure what you mean by "hold your finger". Once you take a dynamic shot, you have to open the saved image and click the little icon above the action bar.

On my second smartphone 11 Lite 5G, this icon is there + you can hold the photo itself with your finger (as on iPhone), after which it starts moving
I uploaded the photo to the second phone and checked:

Had some look in "Bokeh" app (MiuiExtraPhoto) and looks like your device (taoyao) is not listed as supported.
Same goes for a few other Global devices, like Xiaomi 11T Pro (vili), Redmi Note 10 (Global 4G) (sunny) and some others.

A person from another forum has just written to me (4pda.to ) about dynamic photos on the 12 Lite model
He wrote that the dynamic effect does not work in the Gallery stock application, but works in the Google Photo application.

Like I said, Xiaomi did not include your device among the devices that support Dynamic photos. (it's showing in Camera app because we're patching the check there, which needs an update on our side)
