Where are the VOIP settings?

I cant seem to find the settings to setup a VOIP account, as far back as I can remember you would just have to go into Call Settings > VOIP.
There isn't even any Call Settings in Miui.

Yes there is. Open dialer --> Press Menu Key --> Settings. I think VOIP settings are under 'More Phone Settings'.

P.S its helpful if you can provide your MIUI version and device when requesting help.
