So I installed a rom from needrom, this here

When I restarted the device, it is frozen on the start screen

First of all do not panic. Secondly try to boot into recovery mode and make a wipe data, factory reset from there. Sometimes it helps. When nothing changes, try flashing a stock rom with SP flashtool. You will find it here in the forum. It helped me as well already once.
