I tried everything , for exemple : wait for xiaomi community and unlock bootloader but everytimes it say it full even at the second timer reset; i tried to unlock with settings but it say you're system is being upgraded and nothing work; i even tried MI UNLOCK but i can't go past 99 percent since it say "Couldn't unlock the place where the account is registered does not match the place where the phone is sold". If someone have a solution for me i would be thankfull , it been days , weeks , months i'm trying to unlock so i'm trying my chance here for someone kind to help me!

If your phone is a Chinese model (you did not provide any information about it, or the ROM), you cannot unlock it with the standard methods.
You either need an exploit to force it, or you need to be in China with a high level account on the Mi Community forums.
