Because I don't think it can install the latest versions of Xiaomi.eu ROMs (for your device). Use it for flashing Official ROMs if you want but that's all. ;) EDIT: Also, there is no support here by using this tool. :)

Do you have USB-2.0 port(s) (or USB-3.0 ports only) on your computer? If USB-3.0 ports only => Use a "USB 2.0 hub" device. :) If you use an USB-2.0 port but this is still not working => I don't have any other advice than to try on another computer... :(

Depends on Xiaomi. That's a Xiaomi's decision... Reminder: Xiaomi.eu ROMs are based on Official (Stable/Beta) ROMs by Xiaomi. ;)

Hello, 1. Yes, 12.5.12 for Mi 11 Ultra is a "MIUI 12.5 Enhanced" version. 2. You don't need to do a data format/wipe to install a Xiaomi.eu ROM update. ;)

No, you don't install "fastboot" ROMs by Xiaomi.eu with Mi Flash tool but by running a script file (".bat" for Windows / ".sh" for Linux & MacOS). ;) You will not lose your data, you can update your device with a "fastboot" ROM (by using the "update" script file). :)

Xiaomi.eu will release "fastboot" ROMs until a release of a working custom recovery with Android 12 (for this device). ;)
