Do you always wipe dalvic&cache after your installation? Only way I can figure out your gapps failing is that you dont wipe after installing new 7.9.21, but boot to system without wiping. Remember dalvic and cache doesnt wipe your messages etc.

Thats is why you ALWAYS! Make full backup of you phone before you install anything new! After that risks are pretty nominal as you can always revert back to where you were.

Try placing the file to root folder, not to downloads/update or such folder.

If someone encounters same error as I did, I found a fix. You cant place the file to any folder. For some reason when phone is encrypted putting it to folder corrupts it, it appears that same file put to the root folder/directory and it miraculously worked.

Downloaded 3 times, twice from Germany (one direct to phone, one to computer, once from USA to computer. md5 checks out MI5 TWRP 3.0.2-0 MIUI 8 7.1.12 Weekly Every time same error, zip file is corrupt.
