Same here I flashed the China 9.9.24 closed beta and ARB didn't change... it was at 1 and still is at 1. I downgraded to Android 9.0/MIUI 10 Global stable with no issues.- gianton

Check in Android/data/com.android.chrome/files/Download I had the same issue and all apks were there. Not sure why it's happening only on MIUI Android 10. -

Go to Settings/Apps/Manage apps/Default apps/Assist & voice input/Assist app and choose Google. This fixed it for me. -
