Invalid 11t pro on miui 13 eu dark mode individual app gone

one of the best perks of miui was the ability to force dark mode on all apps and individual unchecking of apps that are not fully compatible
now this feature is gone

is this only me or a bug in the rom?

It is an error of the official Rom, several devices have the same problem with miui 13.

Xiaomi (not Xiaomi.eu) individually chose the apps that can be managed in MIUI13. It is not a specific behaviour of the ROM, and is intended to work this way.

Also, it is explained in the known bugs thread that Xiaomi.eu doesn't manage Dark Mode, so it is pointless to open bug threads about it.
