13 ultra can't connect pc via cable

my 13 ultra now miui version is eu 23.5.18 dev!
this days i want to upgrade miui version
but i dont flash twrp(not launch at may 8th)
i power off and go to fastboot want to use pc tp upgrade to newest dev version
connect fail
and reopen to system
cant use usb cable to transfer data to pc
dont have any notification to choose (MTP、USB NETWORK SHARE、JUST CHARHING)
did any one know what is going?
fast charging is 90W SPEED NO ANY TROUBLE

i try same pc and cable
poco f3 /f5/f5 pro/mi10s/11u
can use cable to flash or transfer data

is it a hardware trouble?
or magisk moudle trouble?

Probably a problem with the USB drivers in the PC.
Have you tried a different cable or a different USB port?

yes itry somany cable! and diffient cable
i also use samsung c-to-c cable
and use samsung smart switch to test cable transfer data
cant connect..

Go to Dev settings and then to default usb settings and set it to file transfer. Worth a try if you don't see the usb menu. See screenshot.

Assuming you are using Windows : when you plug in the device, what is show in the Windows device manager? In normal mode as well as fastboot mode?
