The previous build google payments worked fine.
This build I'm unable to use google payments as it says I've got a rooted or in some other way altered device.

Phone is not rooted, just flashed with the 9.7.11 update.

Same thing for me but I am really rooted using Magisk. I have hidden all google services with magisk hide but can't get it to work. In Magisk both tests are successful.

Not sure. I assumed it might be OEM unlock in the Developer options, so I turned all that off deleted all of google pay's data and tried again.
Same result, every time I try to activate instore payments, it comes up and tells me that im unable to do so because my phone has been rooted or in some other way altered. I may try fastboot flashing back to totally stock global rom just to test, but I have a feeling they are flagging the IMEI like samsung does and they just blacklist your device after that.

Google Support:

"Our specialist found that your device bootloader is unlocked. I request you to please have the device bootloader locked. In order to use the Google pay app for the in-store purchase, the bootloader of the device needs to be blocked and also should have the NFC enabled on the device. Also make sure the Google pay is set as a default payment app. Please contact the device manufacturer to have the bootloader locked."
