A question before flashing

I have the Redmi Note 15 Pro+ (AKA Flourite) that I got 1 month ago, and I wanted to go ahead and flash xiaomi.eu since I have mixed opinions about the Global ROM.

I wanted to know if I have to setup my phone and connect it to the internet after unlocking the bootloader? I come from Samsung and it was that way before One UI 8.5

I have another question though, does xiaomi.eu bypass the safe volume warning when you're wearing earphones by default? It's annoying, I have the Global ROM and I'm not in Europe and yet I'm still getting the prompt
