A Question on Version Numbers of Xiaomi.eu/China/Global

So Guys, Redmi Note 8 Global Miui 11 latest version is 11.0.12.0, but for China/ Xiaomi.eu it is 11.0.7.0. So does that mean China and Xiaomi.eu are behind in updates? Why is it like this? Someone please explain

Not necessarily, but even if that's the case, only Xiaomi can answer the "why" question.
