Is there any chance for App shortcuts on Mi8 Flagship within the next MIUI releases?

No, Mi 5S is the only device with 3D Touch hardware ever released by Xiaomi.

Thank you Igor, the function I wanted is called "App shortcuts" (not 3D Touch, my mistake) and needs no 3D Hardware.

Just a longer press on icon opens a submenu (if app supports this):
