Bootloop After Updating To Miui 9

Device MI4C, twrp 3.0.2
I use weekly xiaomi.eu firmware.
After updating from 7.9.14 to 7.9.21 I have bootloop. Downgrade is solved my problem.
I decided to downgrade to stable 8.5.1.0 and wait for v9 stable.
Today I updated to stable 9.1.2.0 and it also bootlooped, so downgrade to v8 stable.
What do you think about?

Try unlocking bootloader again, check if it got locked after update.

Twrp and fastboot available while in bootloop state.

Ok now, on stable v8 I have "Device unlocked: false". Shold I unlock before or after updating?

If your device bootloader is locked, then unlock it and flash the new rom.
