Can make keybox selector option in rom for non root users?

Now that the module has been discontinued, would it be possible to have at least an option to select valid keyboxes to pass through Play Integrity without root?

This option is currently present in some AOSP ROMs and allows you to certify the device without having root. Although there is no guarantee that Google Wallet will work, it could allow the use of some banking applications or etc. that verify integrity.
