Can not install XiaomiEU rom

Model: Mi8 SE Version:10.3.1.0 stable CN Bootloader Unlocked

I am trying to install EU rom by this steps:

Flash TWRP recovery(3.2.3 1277) and Format data and factory reset

Reboot to TWRP again and MTP copy Eu rom to the phone

Install rom ok and wipe cache then reboot

After reboot phone stuck in Fastboot mode cant come out, and can not boot to TWRP ,its stuck in fastboot

I can recovery that by flashing CN rom again by Miflashtool

i have try so many EU rom : MI8 SE MULTI 10.3.1.0 - 10.2.3.0-9.6.27
