Cannot make phonecalls abroad

Hallo MIUI experts!
From my phone provider (Tele2) i have to dial a 1 (one) before my PIN-code when traveling abroad.
The code is accepted, I can be called and i can send and receive SMS messages.
However i cannot make phone-calls...
The error (?) is "DIAL request modified to SS request" and (very short) "not connected"
I desperately need some help on this issue.

Thanks for your (only...) reply! ;-)
There are quite a number of calling card apps in the Play Store, free as well as paid ones!
Which calling card app would you recommend that could eventually solve my issue??

I use calling card by sql star, but not that often so it's not a recommendation as such. I use it to insert a prefix to certain expensive numbers so it may do as you ask when abroad if you dial via the app?
