You get that message because the driver is not installed properly. You have to check if you can communicate with phone via ADB/fastboot. In Windows go to device manager and check if you have Android bootloader interface driver.

What about developer option and usb debugging, have you enabled that? Remember to authorize the phone with computer. If you are in fastboot mode then use fastboot commandsHey ty for reply.
I can see ABID in device manager but cant use the phone in adb.

Do you put phone in fastboot mode? yes
Have you bind your phone to your Mi account? yes
Do you login on your account in both phone and Mi unlock tool? yes
Try to install latest mi flash tool as it will install xiaomi driver for you. done :/
When you plug phone to computer look for authorization access both on phone and computer.

yeah. it said twice its alreadyunlocked but failed at verify.No need everything seems to be right.
Did you eventually relocked your bootloader by reflashing firmware? Have you tried "fastboot oem device-info" in fastboot mode to check lock status?
I am almost out of ideas what could be wrong. I do remember the same error I had when I disabled the windows driver while Mi unlock tool checking device. It always displayed " already unlocked" no need to unlock it again.
