CN vers Mi 13 Ultra lock on global version

Hi everyone , i made a mistake . I upgraded with the hyper os global on my mi 13 ultra but i locked the bootloader. Now im stuck on the reboot mode/ safe mode. I know the phone is probably brick but is their a way to unlock the bootloader without set the developer mode ? I still can connect to my xiaomi account . Is anyone can help me please?

But he told me that the server of xiaomi in all China is offline to unlock. They hav new policies and don't want that people outside of China unlock.
I am so sad... The phone is a stone now.
