my question is why they released a weekly version 20.7.23 if there was already a stable version? I am somewhat confused.

If I am in stable, do I have to go to weekly 20.7.23?

Weekly rom is made from china weekly DEV rom and is cooked every week with latest updates and sometime bug as well.
Stable is made of Global/stable rom when stock Rom are china updated.
As per your question, if you are happy with stable/global better stay with it and follow update trend.
