For Norway, mobile phone numbers are eight digits, starts with 9 or 4, has an optional +47 prefix.

As of now, some numbers are filtered away and causes alot of confusion, got them back after I disabled the filter.
Hope you can either disable the function based on a set locale, or make rules based on locales so that others won't run into the same problem. Thanks.
