New Google Translate doesn't have access to files and there is no option to enable

Hello,
I never use google translate built-in camera
so I take pictures of what I need to translate and import it to google translate, but for this google translate needs permission for photos and files. When google translate ask for permission it takes to 'Google' app settings where there is no option for permission. I have a screen recorder for more clear understanding. Here

Also same happen with auto fill SMS, app tells google play service need permission to read sms, when I go to app setting for google play services there is no permission option even.

Please fix or suggest way to fix it as this are basic functions.
