Hard Reset Does Not Work?

I have a Note 3 which is fairly brand new and I have locked myself out of the phone. I can't remember even putting a swipe screen code on it.

Anyway pushing the power button and volume up bottom at same time does not bring up a menu. It just brings up a screen with an attach cord icon on it.

How can I reset this phone as it is useless to me at the moment.
