Help: Advise On Rom Updates

I bought Redmi Note 2 Prime from Gearbest and would want to flash it
to the latest and greatest. What is the difference between the
1. Official MIUI developer rom (5.10.8 http://bigota.d.miui.com/5.10.8/miui_HMNote2_5.10.8_8f479c6bb9_5.0.zip)
VS
2. xiaomi.eu_multi_hermes_5.10.8_v7-5.0.zip

I am only interested in the English language version so those
extra languages support in Xiaomi.eu ROM are not needed.
What am I missing? Thanks.

Also I read that one should wipe all data when flashing - do you
wipe the data *after* you do the recovery update flash or before.
Sorry for answering silly questions - I am new to all these.

With xiaomi.eu rom you have play store and you haven't China's bloatware

You have also better download speed of the rom, the Chinese servers are very slow (if the works)

I'll will use the EU ROM.

So the plan is to download the ROM (which I did).
- change the name to "update.zip" and download into the root directory of
the internal storage.
- Run the "updater" app to reboot into Recovery
- At recovery mode, select the update.zip to flash.

Question: At what point should I do a wipe all data...
