[HELP] Locked Bootloader on Xiaomi 13 Ultra (CN) - Can't Reinstall Xiaomi.EU or Global ROM

Hi everyone,
I'm using a translator to write this, so I apologize for any errors or strange phrases.

I’m from Brazil and I have a Chinese Xiaomi 13 Ultra (ishtar), which came with the bootloader already unlocked and running MIUI with the Xiaomi.EU ROM.
I upgraded to HyperOS as soon as it was available, and everything worked fine.
Recently, I had to format the device and reinstall my apps. That’s when WhatsApp stopped working, showing a message saying I needed to install the official version, even though I was already using it.

After doing some research, I found the issue might be related to the unlocked bootloader and the custom ROM I was using.
So, I followed a YouTube tutorial, downloaded the China (CN) ROM (assuming it would support Portuguese), and flashed it with the bootloader locked, hoping that would solve the WhatsApp issue.

Since then, my phone has been a complete mess:
  • Conflicts with Brazilian banking apps
  • Several apps don’t work correctly
  • Most system messages are in Chinese
  • And now... I can’t unlock the bootloader again
I reached out to NCUNLOCK via WhatsApp. They offered to do a bootloader unlock for $80 USD, providing me two files:
  • V14.0.20.0.TMACNXM_20231011.0000.00_13.0_cn_chinatelecom_b08074c273 (8.5GB)
  • MI 13 ULTRA ENG ROM (3.2GB)
They said they would perform a downgrade and then unlock the bootloader.
But $80 USD is not an option for me right now, it’s nearly one-third of the minimum wage in my country.
I’ve been trying to fix this for days, without success, and it’s been very stressful. This phone is really important for both my work and daily life.
If anyone out there has any knowledge, tools, or can guide me on how to safely unlock the bootloader again and return to Xiaomi.EU or Global ROM, I would truly appreciate it.
Any help would mean a lot right now.

My understanding is that you cannot unlock China devices currently

Thanks in advance! also, Vehicle history reports from providers like Carfax or AutoCheck can be really helpful when buying a used car. They provide details on previous ownership, title status, and vehicle history services often include accident reports, mileage records, and sometimes even service history. While they’re not always 100% complete, they can reveal red flags like salvage titles or odometer rollbacks. It’s smart to use them alongside a pre-purchase inspection. Some dealerships offer these reports for free, so be sure to ask. Always double-check the VIN to make sure you’re getting info on the correct vehicle.
Since you locked the bootloader on a China ROM, unlocking it again is now restricted. The official Mi Unlock Tool needs Developer Options and Mi Account access, which you likely can't reach now. You may need EDL mode to recover, but that's tricky without authorized access. Avoid paying anyone just yet—try posting on XDA forums for the Xiaomi 13 Ultra. Some users there may help you unlock or revert to Xiaomi.EU for free.

THIS IS NOT unlock bootloader, this is flash fake global rom - NO UPGRADE, BO OTA, stuck on this version forever!!!
