how to edit framework-res.apk without bootloop ?

I want to build a custom rom but my phone is boot loop after flash with framework-res.apk.
plz tell me how to edit framework-res.apk without bootloop ?

Note: after making the changes you need to sign apk!

Or inject the modified contents back into the original apk, and forget signing. (I believe this method is patched in 4.3 though)
