New Java.io.IOException: error=13, Permission denied

I am having permission issues on mi9 with the latest rom (9.11.21). I use aria2app but it just isn't working for me with this rom. I get the following:

java.io.IOException: error=13, Permission denied.

Can somebody please install aria2app and the aria2c bin file and see if the aria2c service starts ok?

I have changed permissions to no avail. Eg:

Chmod +x /data/data/com.gianlu.aria2app/files/env/aria2c


Be nice to know if it's a rom issue or an issue with the app.
