Leading zero in UK phone number and caller ID

I'm in the UK. They have a leading zero on their phone numbers that one drops when calling from outside the UK and using a country code.
Now that I'm in the UK I need to make sure I include the leading zero.
I called the local pub at 01233 623975. I accidentally left off the leading zero making it 1233 623975, but the display on my Note 9 Pro displayed the name of the pub, so I assumed everything was OK. However, instead of the pub I reached a time service and was charged 2 pennies.
I called the pub later to order some food and both calls are listed with the pub's name in my call history.
What's going on?
