It seems I am able to get LTE-A (b3+b7) network CA after flashing this qxcn here

But it's not that stable yet and it falls back to H+ often, from what I read, xiaomi doesn't properly configure the nvram hence that's why on some country it only can get 4G.

Anyone else can get LTE-A CA (b3+b7) working?

Check your APN settings. Mine where not ok on MIUI but fine when on other non-miui custom roms. When I copied the APN settings from non-miui rom to MIUI I finally had LTE connexion . YMMV. Canadian user on FIdo / Rogers network LTE band 7
