Mi 8 SE eu beta only boot fastboot

I have a Mi 8 SE with unlocked bootloader, currently using the 9.3.28 china dev and trying to install 9.4.18 eu rom on my device but the result always shows fastboot screen whatever recovery I use (1102, 1217, 1227, 0331).

If anyone can install 9.4.18 eu rom on your device, could you give me instruction to install it properly?

Also when flashed the 9.4.18 eu rom I got fastboot screen and can't boot to twrp using either combination button or using fastboot command to boot (got the FAILED (remote: Failed to load/authenticate boot image: Load Error))

REFLASH official XIAOMI fastboot rom in order to reset your phone.

Then what next? Which version I need to flash?
MIFLASH 9.3.28 CHINA DEV
TWRP 1227 (boot it or install it as you prefer)
FORMAT DATA/ YES in TWRP
LOAD 9.4.18 EU in phone memory and install
THAT's the way to go. (normally!)

New TWRP 0423 ( april 23 iteration) :
you can test it, should work as well on recent weekly DEV.
Not tested yet from my side.

Still got fastboot screen, procedure that I follow:
MIFLASH 9.3.28 CHINA DEV
Flash TWRP 0423
Go to TWRP then FORMAT DATA and type YES
LOAD 9.4.25 EU in phone and flash it
Reboot system
Fastboot screen

It seems my situation is different I manage to flash eu rom but when I reboot system it goes strange to fastboot
 
Last time I did the trick with fastboot 9.2.15 official. Try it! (then TWRP 1227)
Ultimely , as said in the thread, is to revert to 2018 fastboot rom and install twrp 1102.
then normal process to pass to EU rom and 1227 twrp

Still can't pass fastboot with 9.2.15 china dev to eu

Last trial is to come back to 8.0 fastboot rom and return to EU latest as done bu some people having that behavior.
take V9.5.10 fastboot

and don't forget format data/yes and 1227 after EU rom install.

edit! You asked about:
FAILED (remote: Failed to load/authenticate boot image: Load Error)
is to say that you are blocked and you have to flash official fastboot rom again to reset the partition.
