Mi Note 3 not recognized in Fastboot Mode

Hi, guys. I need help. I would like to install MIUI EU 8.8.23 in my MN3. Unlocked Bootloader. But when I try to transfer TWRP to the device, nothing happens. I give the adb devices command to see if it is being recognized by Windows, but it is not displayed. Windows 10 x64 and Windows 7 x64 have been attempted on these two operating systems. On the device, the USB Debugging and OEM Unlocking options are enabled. Can someone help me? Thanks in advance!

Hi, is the ADB Interface showing up in Device manager (click on show hidden devices if your phone is not connected to pc). If not, the adb drivers are not properly installed - reinstall them.
