Well, my Mi 6 and Mi 8 can find each other but when trying to send a file I'm getting "Couldn't send. Wait a minute or two and try again.", but can't reproduce the exact issue you're describing.
LOL, i also can not see other user, they are hidden. I can not reproduce " the others mobile do not appear " because they disappear. Sorry 4 offtopic,,,

Looks like an official issue, I found reports with the same issue I'm having since MIUI 11...
So, report directly to Xiaomi, I couldn't find the problem.
