Have you reinstalled the ROM? Try with an hard reset, it's the only solution that I am thinking
Locked bootloader you mean you have the stock ROM? So you have to write to MIUI Official Forum

I'm thinking about some problems with motherboard, but if you already tried to reinstall the ROM I think the problem is on the motherboard maybe. The only thing that you can try is a factory reset
Or contact Xiaomi Assistence
