In Settings -> Sound Settings -> All Volumes, the top toggle displays "Notification volume", which really just toggles whether notification volume is different from Call Volume. However, when it's on, the two volumes are linked, when it's off, they are separate.
It would seem the label is wrong... at the very least confusing. I think on other ROMS, it's something like "Use call volume for notifications"... or something along those lines.
