Miui 14 apps suspended (no notifications) even with battery saver disabled

I recently installed EU 14 stable on my Poco f3. And I keep messaging apps on (no restrictions) battery setting and I turn on auto restart toggl and the lock in the recent apps tab to keep the apps running, and yet,, when I put my phone away for an hour or two then unlock it, there are no notifications but after a few seconds I start receiving notifications of messages sent a while ago. This happens even when the phone is fully recharged. I had this on miui 9 (I think) on my previous device but it went away on miui 12 for me (didn't use 13).

Is there a fix for this?

Workaround is to use the weekly Dev rom, it doesn't have the notification issue.
You can flash it without wipe from stable.

Workaround is to use the weekly Dev rom, it doesn't have the notification issue.

I'm on the latest weekly but it hasn't been a problem like it was on stable on any of them
