Because the China firmware is always released first and historically has more features than global.

Xiaomi serve their own Chinese market as first class (that is where 90% of their business is) and they sometimes remove things completely in global versions.

MIUI9 getting a global beta first before China is the one exception I have ever seen of Global coming first.
