Just to clarify, want do you want to do ? What I understand is that the Xiaomi.eu ROM is already based on mi dialer, meaning all ROMs in Xiaomi.eu are already using Xiaomi miui dialer.
Are you instead trying to extract out the dialer apk and installed it on Xiaomi global ROM ?
The success of this has not been demonstrated. People tried it but the dialer will crash. Likely there are other additional platform libraries involved or some files are not compatible.

Yes, actually I am on Global ROM , i needed the MIUI dialer,

You don't need any kind luck to get installed eu lastest rom, via fastboot or TWRP.
All infos are available at download rom page or RN9S sub forum, just have a search!
